Cybersecurity Bill's Authors Will Add Amendments To Address Privacy Concerns

The sponsors of a cybersecurity bill said Tuesday they will amend their legislation in response to privacy concerns before the House votes on the controversial measure this Friday. Civil liberties groups had criticized the bill for allowing agencies to use data shared from Internet service providers and other businesses for multiple purposes.

The bill now allows agencies to use the information for a broad range of purposes, but the proposed amendment would limit agencies to acting on cybersecurity issues, on investigations involving potential deaths or serious injury, on investigations involving child pornography and on issues related to U.S. national security.

The amendment would also clarify that the feds wouldn't have any new authority to install cybersecurity systems on private-sector networks. And it would narrow the liability protection so that it doesn't apply beyond the cybersecurities activities discussed in the bill.

"I am very pleased with where the bill stands today," Reps. Mike Roger, author of the bill said in a statement. "Our bill is designed to help protect American companies from advanced foreign cyber threats, like those posed by the Chinese government. It has always been my desire to do that in a manner that doesn't sacrifice the privacy and civil liberties of Americans, and I am confident that we have achieved that goal."
